I used tack spray to hold everything in place and very sharp craft razors of various size. Cutting scissor style will not work, it will push the fibers all over the place. You need to have a sharp straight edge and press down vertically until all the fibers are cut through, and just keep on moving along. It helps to have some thick dense non corrugated board underneath.
