Aero bar design (cycling)

Hi, I have a project on at the moment of building my own aero bars ( this kind of thing: http://cdn2.media.cyclingnews.futurecdn.net/2009/07/05/1/garmin_tt_bars_2_600.jpg).

I have a round handlebar that I was going to add a fairing too in order to make it more aerodynamic, I was thinking of a layer of foam surrounding the round tube of the handlebar in a tear drop shape, then using fibreglass over that. What I am worried about is that it will slip somehow. Will the foam, sandwiched between the fibreglass outer and the handlebar in the center be ok? I was going to glue it down.

Another design issue I am having is how to attach the arm pads to the round tub of the handlebar. My current thinking is cutting balsa wood to the appropriate shape, surrounding with fibreglass then trying to bond it on with fibreglass strips, will this work?

thanks for any advice.
