The best solution I have found is to use epoxy resin to stick the fabric down to the part rather than masking tape or spray adhesive (both of which are affected by the resin and lose their tack). Apply the resin, let it cure for 2-3 hours or until it is tack-free (can touch it and leave a fingerprint but no material comes off on your finger unless you hold it there for a few seconds). At this stage you apply your carbon, then leave it to cure for another 2-3hours. After this, the initial coat of resin should have cured enough to not soften with the second application of resin and it will hold your carbon firmly in place, so you can go ahead and wet out the carbon without it lifting.
