curing and help with skinning

Hi,k I have been skinning interior parts with 3k twill cloth, and have noticed in this cold weather it's taking a lot longer to cure. So I have put these parts beside my water heater. I am wondering what are the ideal conditions for curing and if say a plug in heater would help speed the cure.also, would a dremel be best to trim the edges off then sand? 
Next I am hoping to skin a spare set of wing mirrors, would the profinish fabric be flexible enough to wrap around it. As the normal fabric might be difficult to place

thank you for both for the information. I resorted to sanding off the uncured layer, then placing another 1st clear coat ontop which i sanded smooth before another few coats. surprisingly the cloudiness dissapeared and must have cured on the old resin as well as the clarity to the weave was restored. I know leave it on top of the boiler as the small space+heat should be dry enough Smile learning as a go haha
