If you cut that tape down to small squares just over the holes then there will be much much less sanding work to be done if you want to make a seamless area.

If you still need the holes afterwards to fix the new bumper, tape from the reverse using duck tape, then fill in on front side using filleting wax. the slight dimple will be a perfect drilling template.
