Gelcoat didn't cure problem

hi guys,

So I had a little problem...
The first layer of gelcoat (toplayer) didn't cure I guess...



I was able to safe the part by sanding it of; giving me this result

So whats next:

-I will clean the mould, any of you have an idea how I could do this the easiest and best way?
-Sand the part with sandpaper grid 80
-Apply gelcoat in the mould ,then add a new toplayer of carbonfiber, add some resin, put the part back and vacuumbag it all again for 24h

any more advice?
